Ontario Property Assessment Appeals by the Numbers

Appeals resolved, decisions issued and time to resolution, from the Board's own reports.

Ontario property owners file tens of thousands of assessment challenges in every assessment cycle, first as a Request for Reconsideration to MPAC and then, if needed, as an appeal to the Assessment Review Board. The numbers are published, but scattered across the Board's performance reports, MPAC's annual reports and a 2017 Auditor General audit. This page puts them in one place: appeals resolved and decisions issued by year, time to resolution, and what the sources do and do not say about how often a challenge changes the assessed value.

    The historical frame

The Auditor General's 2017 audit of the Board gives the long view. About 88,400 appeals were filed against the 2006 to 2008 assessment cycle and about 58,290 against the 2013 to 2016 cycle, 34% fewer. In March 2017 about 16,600 appeals were unresolved, 1,811 of them for more than four years. The figures above show the Board working through that backlog: 20,501 decisions in fiscal 2022-23, 8,631 the next year and 5,356 in 2024-25, with a hearing month now assigned within 90 days of every perfected appeal.

What it means for an owner

The Board is current. Every perfected appeal has had a hearing month assigned within 90 days in every quarter published since 2022, so the timeline is now set by the parties, not by a queue.

Most appeals end without a contested hearing. In fiscal 2024-25 the Board resolved 3,996 appeals and held 364 hearing events, almost all electronic. The Board does not publish a settlement rate, but the gap between resolutions and hearings is the pattern of a process that settles on the evidence exchanged beforehand.

Evidence decides. For a commercial, industrial or multi-residential property the evidence is a valuation at the legislated date, January 1, 2016 for the 2026 tax year, prepared to CUSPAP and defensible in front of MPAC's own valuers. The assessment itself is not evidence of value.

    What is not published

Neither the Board nor MPAC publishes appeals by property class, the share of appeals that reduce the assessment, the outcome rate of Requests for Reconsideration, or a settlement rate. This page states what the sources publish and does not estimate the rest. If you have seen a success rate quoted for Ontario assessment appeals, ask for its source.

Deadlines for a property tax appeal in Ontario

If any part of the property is classified residential, farm, managed forest or conservation land, a Request for Reconsideration must be filed with MPAC first, and the Assessment Review Board appeal within 90 days of the mailing date of MPAC's decision. For every other property, including commercial, industrial and multi-residential, the owner may file a Request for Reconsideration or go directly to the Board; the direct deadline is March 31 of the tax year for an annual assessment (March 31, 2026 for the 2026 tax year), or 120 days from the notice date for a supplementary, omitted or amended assessment. Engage the appraiser 45 to 60 days ahead; a retrospective valuation to January 1, 2016 takes time to evidence.

    Assessment appeal statistics FAQ

How many assessment appeals are filed in Ontario each year?

The Board publishes what it resolves rather than a single annual intake. It resolved 16,139 appeals in fiscal 2022-23 (13,473 general stream, 2,666 summary), 6,671 in 2023-24 and 3,996 in 2024-25 as the cycle backlog cleared. The Auditor General counted about 88,400 appeals against the 2006 to 2008 assessment cycle and about 58,290 against 2013 to 2016.

How long does an appeal take?

A hearing month is assigned within 90 days of a perfected appeal, met in every quarter published. The Board's standards are 40 weeks for a summary appeal and 135 weeks for a general appeal; in fiscal 2024-25, 86% of summary and 76% of general appeals met them. The general stream is where most commercial appeals sit.

How often does a Request for Reconsideration change the value?

MPAC does not publish a province-wide outcome rate for Requests for Reconsideration, so this page does not state one. A request is free, is decided by MPAC itself, and is the required first step where any part of the property is residential, farm, managed forest or conservation land.

Do most appeals settle before a hearing?

The published pattern says yes: in fiscal 2024-25 the Board resolved 3,996 appeals and held 364 hearing events. The Board does not publish a settlement rate, so the exact share is not known.

Do I need an appraisal to appeal?

Not to file. To change the assessment you need evidence of market value at the legislated valuation date, and for a commercial property that is a CUSPAP appraisal prepared for the appeal. The assessment itself is not evidence of value.

    What are the deadlines?

A Request for Reconsideration first where any part of the property is residential, farm, managed forest or conservation land, then a Board appeal within 90 days of MPAC's decision. Commercial, industrial and multi-residential owners may go directly to the Board by March 31 of the tax year, or within 120 days of the notice for a supplementary, omitted or amended assessment.
